A Maryland truck driver has been charged in connection with the Dec. 23 crash that killed a pedestrian in Chantilly.

Fairfax County police said the 44-year-old driver faces a charge of failure to maintain control. Investigators said his truck crossed the solid white line on Sully Road and struck Centreville resident Amin Emad-Eldin Hammoud, who was standing on the shoulder after his vehicle became disabled.

Drivers heading toward Washington should also prepare for disruptions on Jan. 20. The Virginia Department of Transportation will assist Virginia State Police with bridge and ramp closures along I-395 and other routes from Virginia into the District during the presidential inauguration. Message signs will direct motorists to alternate routes.

State Sen. Adam Ebbin, an Alexandria Democrat, plans to introduce legislation increasing penalties for drivers who seriously injure or kill pedestrians legally using a crosswalk or roadway. Violations could carry as much as one year in jail and a $2,500 fine without requiring a dispute over whether the driver’s behavior qualified as careless or distracted.

Republican lawmakers are advancing separate legislation that would prohibit transgender students from competing on school sports teams that do not correspond with their biological sex. Gov. Glenn Youngkin, Lt. Gov. Winsome Earle-Sears, Attorney General Jason Miyares and student-athletes joined lawmakers at a Wednesday gathering supporting the proposal.

Fairfax County will mark Martin Luther King Jr. Day with events centered on community service, reflection, dialogue, music and children’s activities. County government offices will be closed Monday, Jan. 20.

The county is also considering adding permits to its residential cut-through traffic mitigation program. The Board of Supervisors agreed Jan. 14 to schedule a public hearing on the proposal for Feb. 18 at 4 p.m.

Friday’s forecast calls for sunshine and a high near 40 degrees. West winds of 5 to 9 mph are expected to shift from the south during the afternoon. Clouds will increase Friday night as temperatures fall to around 30, with southerly winds of 5 to 8 mph.
