A pickup truck driver accused of speeding at more than 100 mph before a Christmas night crash on Interstate 495 in Idylwood has been charged with reckless driving. The collision killed 75-year-old Su Nguyen and her 15-year-old granddaughter, Annie Vu.

Virginia State Police announced the charge Thursday against Devin Juliana, 48, of Steubenville, Ohio. Authorities said they were trying to locate Juliana to serve the warrant and interview him.

Additional charges could be filed if approved by the Fairfax County Commonwealth’s Attorney’s Office.

Troopers were called to I-495 near the I-66 interchange at about 10:39 p.m. on Dec. 25, 2025. They found a Toyota Sienna with severe rear-end damage in the southbound Express Lanes. A damaged Dodge Ram pickup was located a short distance away in the general travel lanes.

Investigators determined that the pickup was traveling faster than 100 mph when it struck the back of the minivan, which was moving at about the Beltway’s 55-mph speed limit. Police said the force of the collision crushed the Sienna’s rear passenger compartment and pushed the vehicle into the Express Lanes.

All five people in the minivan were taken to a hospital. Nguyen, an Annandale resident, and Vu died from their injuries. A 12-year-old boy in the van suffered brain injuries and will need continuing care, according to a fundraiser established for the family.

Juliana and his 43-year-old passenger were also transported to a hospital.

Vu was a student at Annandale High School. Her family is seeking an involuntary manslaughter charge against Juliana.

The family fundraiser, created to help pay funeral expenses, had collected $70,286 by press time, exceeding its $20,000 goal. Its organizer alleged that the pickup driver was intoxicated and later fled to avoid arrest, but police have not publicly confirmed those claims.

Under Virginia law, reckless driving generally is a Class 1 misdemeanor carrying up to 12 months in jail and a fine of as much as $2,500. A vehicle-related death can support an involuntary manslaughter charge involving driving under the influence if alcohol or drugs were a factor. That felony can carry up to 10 years in prison.
