Fairfax County opened public facilities as cooling centers during the early-July heat while regional partners prepared a neighborhood-level study intended to show where Northern Virginia residents face the greatest exposure to high temperatures.

The county activated its Heat Plan on July 5, making libraries, community and recreation centers, human-services offices and homeless shelters available for people seeking relief. The sites supplied water, sunscreen, insect repellent and shower wipes, along with free Fairfax Connector bus coupons.

That broader activation followed a continuously staffed cooling operation at the Jim Scott Community Center. The center remained open from 8 p.m. July 2 until 8 a.m. July 5 and served 85 people. Free transportation was available both for trips to the center and for return travel when the operation ended.

Residents who need longer-term help with cooling costs may qualify for several county programs. The Cooling Assistance Program can help eligible households pay electric bills or utility security deposits and cover air-conditioning repairs, fans or window units.

According to the eligibility criteria in the supplied record, a household must include at least one person who is 60 or older, 5 or younger, or recognized as disabled through Social Security, Medicaid or a 100% disability determination from the Veterans Administration. Fairfax County also offers Senior Cool for low-income older residents and AC Rescue for small air-conditioning equipment needs.

While those services address immediate needs, a separate regional project was preparing to examine how heat varies from one neighborhood to another.

More than 30 volunteer teams planned to collect temperature and humidity readings July 16 along 30 routes in Fairfax and Arlington counties and the City of Alexandria. The Urban Heat Island Mapping Project is a collaboration between the Faith Alliance for Climate Solutions and George Mason University’s Virginia Climate Center.

Each team was expected to have at least two people traveling in a vehicle fitted with a rooftop sensor. Measurements were to be transmitted to George Mason through a phone application during three collection periods: 6 to 8 a.m., 2 to 4 p.m. and 6 to 8 p.m.

“This will be the most granular measurement of heat ever attempted throughout Northern Virginia,” Chris Topoleski, executive director of the Faith Alliance for Climate Solutions, said in the supplied material.

The measurements were designed to capture the effects of features that can make adjoining urban areas feel very different during hot weather. Dark surfaces absorb heat, while neighborhoods with limited tree canopy can lack the cooling benefits of shade.

“We know that neighborhoods with few trees and a lot of asphalt can be dangerously hot in summer,” Topoleski said. “Once we’re done, we’ll know how hot these neighborhoods are.”

The Virginia Climate Center planned to turn the readings into high-resolution maps showing temperature differences among neighborhoods and identifying places that might need intervention. In a second phase, the Faith Alliance for Climate Solutions planned to present the research to local elected officials and government staff. Organizers said the findings could help guide policies such as expanding tree canopy in areas with greater heat exposure.

The American Red Cross National Capital Chapter offered its Fairfax County regional headquarters as a staging site for the mapping effort.

Together, the county response and the planned research address two sides of the region’s heat risk: providing immediate places and resources for residents to cool down, and gathering detailed information that could shape longer-term decisions about neighborhood design and public investment.
