An independent external legal investigation has concluded that Fairfax High School administrators acted promptly and appropriately after receiving reports of sexual misconduct involving former student Israel Flores Ortiz.
Fairfax County Public Schools announced the review’s completion on June 1, 2026. According to Superintendent Dr. Michelle C. Reid, the investigation found that school administrators and staff fully followed Title IX protocols while responding to the reports.
Staff used hallway surveillance footage to identify Ortiz immediately after the misconduct was reported. Once identified, he was removed from class and separated from the school’s general student population.
Ortiz was then taken into police custody. He was subsequently tried, convicted and incarcerated. Because he remains in custody, Reid said he will not return to the school system.
The completed investigation confirmed that the Fairfax High School administration took appropriate steps to stop the behavior. Reid also credited school administrators, staff and law enforcement partners for working together quickly during the response and ensuring the case proceeded to legal accountability.
