Virginia Democrats rejected most of Gov. Glenn Youngkin’s budget proposals, including a car tax credit designed to phase out the unpopular levy. House and Senate spending plans unveiled Sunday instead favor faster, more targeted tax relief while directing additional money toward education, housing and health care.

Police in Fairfax County also helped Alexandria authorities capture two horses that escaped onto Telegraph Road on Sunday. Both animals were safely returned in stable condition.

Inova Schar Cancer Institute is launching a mobile cancer-screening clinic this week. Working with community organizations, the clinic will bring early-detection services directly to clients in underserved communities.

Drivers should prepare for a multiday closure near the Route 29 widening project. Willowmeade Drive, between Route 29 and Knight Arch Road, will close from 7 a.m. Wednesday, Feb. 5, through 7 a.m. Saturday, Feb. 8, while crews install a water main. Traffic will be redirected along Route 29, Meadow Estates Drive and Knight Arch Road.

A proposal to give part of Little River Turnpike an honorary name recognizing Korean Americans drew mixed reactions at a Jan. 30 meeting. About 70 people attended the gathering at the Mason Government Center. Mason Supervisor Andres Jimenez emphasized that the designation would be honorary only.

The Virginia Senate voted 39-9 Monday to ease restrictions on CBD retailers selling products at farmers markets and community events. The bill, introduced by state Sens. Jennifer Boysko and Saddam Salim, would eliminate the $1,000 registration fee required for sales at temporary locations.

Fairfax County is marking Black History Month with events throughout February, including a celebration at the county Government Center, an interpretive-sign unveiling and musical performances.

Tuesday’s forecast calls for mostly sunny skies and a high near 53 degrees. Northwest winds of 6 to 14 mph could gust as high as 26 mph. Clouds will increase overnight as temperatures fall to about 31, with a north wind of 5 to 8 mph.
