Pennsylvania State Police have charged the senior pastor of a Bailey’s Crossroads church with offenses stemming from allegations that he repeatedly sent sexually explicit photographs to a teenage boy.

Kenneth Baldwin, 46, of Lincolnia, is the senior pastor of Crossroads Baptist Church. Police charged him with three counts of indecent exposure, six counts of open lewdness, two counts of unlawful contact with a minor, and felony and misdemeanor counts of corrupting minors.

The charges are allegations in a pending criminal case, and the supplied reporting identified no conviction.

Police allege Baldwin met the boy in November 2024, when the teenager was 15 and Baldwin was visiting a church in Warrington Township, Pennsylvania, to deliver a sermon. The two exchanged phone numbers, according to the reported allegations.

Investigators said Baldwin subsequently sent the teenager photographs of his genitals multiple times per week through December 2025. He allegedly began sending images again in May 2026.

The Pennsylvania State Police York Criminal Investigation Unit was notified May 2 that the boy, then 17, was receiving explicit photographs from an adult man. According to a York Daily Record account cited by FFXnow, Baldwin told investigators on June 12 that he had sent 15 explicit images to the teenager. No interview transcript or other primary record supporting that reported admission was included in the supplied material.

State police filed the criminal complaint July 20. A preliminary hearing was scheduled for 10:15 a.m. Aug. 18 in York County Magisterial District Court.

Police also asked other potential victims or witnesses to come forward.

“The Pennsylvania State Police have reason to believe Kenneth Baldwin shared explicit images with other juveniles,” the agency said. “Anyone with information on this incident or who may be a victim is asked to contact the Pennsylvania State Police.”

Crossroads Baptist Church declined to comment to FFXnow. An archived church staff page said Baldwin had served as senior pastor since Sept. 11, 2011, and identified him as the youngest child of founding pastor Lou Baldwin. Those biographical claims were not corroborated by another supplied source.

The church has been located at 5811 Hoffmans Lane since 1993. Its property includes a child development center built in 2013 with capacity to provide daycare for as many as 150 children. The source did not allege that any child enrolled at the center was involved in the case.
