The first residents are moving into Envoi, a 354-unit apartment building that completes a two-decade effort to transform Metro-owned land beside North Bethesda Station into a transit-centered neighborhood.

The 12-story building is the final piece of The Quad at Pike District, a five-phase project developed through a partnership between Metro and LCOR. Built on 1.6 acres under Metro’s Joint Development Program, Envoi completes a two million-square-foot development with 1,300 homes, including 164 affordable units, as well as retail space, green areas and walkable transit access.

Metro ground-leased the property to LCOR as part of its strategy to expand housing near public transportation while generating revenue from agency-owned land. The five phases have produced about $40 million in ground-lease payments and fees for Metro. The development is also expected to support approximately $350 million in state and local tax revenue over the next 30 years.

Envoi includes market-rate and affordable one-, two- and three-bedroom apartments. The range of larger layouts is relatively uncommon in the North Bethesda market.

Designed by Design Collective Inc., the building has nearly 13,000 square feet of amenities. They include a fitness center, outdoor pool, coworking lounge, dog park, indoor and outdoor children’s play areas, and an open-air courtyard with grilling stations and fire pits. A rooftop terrace features a penthouse lounge and golf simulator.

Metro Senior Vice President of Real Estate and Development Nia Rubin said the project creates more housing, supports economic growth and concentrates development around frequent transit service.

The project was supported by Montgomery County’s More Housing at Metro Act, enacted in 2021 to encourage affordable, transit-oriented development on Metro-owned property.

Another 13.9 acres of Metro property remain at North Bethesda. That land is planned for development through a separate partnership with Montgomery County, with a focus on a life-sciences-anchored mixed-use district intended to complement The Quad.
