The Fairfax County Board of Supervisors voted 8-0 on July 14 to amend the comprehensive plan for 27 acres at the southwest corner of Centreville Road and McLearen Road, creating a path for consideration of up to 483 homes at the Lincoln Park office park.

The action changes the property’s long-term planning guidance, which had called for industrial and commercial use. It does not rezone the land or approve a specific residential development.

The site is in the Sully District near Dulles International Airport. It is part of the Dulles Suburban Center, a roughly 5,000-acre area along the Route 50 and Route 28 corridors covered by a county study ratified in 2018.

A separate application from K. Hovnanian Homes is under county staff review. That proposal seeks to rezone about 15 acres at 3078 Centreville Road for 281 townhomes. The portion covered by the proposal contains two office buildings and parking.

Two occupied office buildings remain on the rest of the property. Westway Business Center and Dominion Energy were identified as active commercial tenants there. Sully District Supervisor Kathy Smith said those two parcels were unlikely to convert to housing in the near term because the buildings still had active commercial tenants.

“It provides an opportunity to expand housing choices near existing services, amenities and employment centers while advancing the vision of the Dulles Suburban Center,” Smith said.

Smith also said the amendment could support coordinated design, bicycle and pedestrian connectivity, and compatibility with surrounding uses.

County staff supported the amendment, and the Planning Commission recommended approval by an 11-1 vote in June. No members of the public spoke about the amendment at the supervisors’ hearing.

If the site reaches the full residential buildout contemplated by the amendment, it could add nearly 200 students to the Floris Elementary School, Carson Middle School and Westfield High School attendance zones. That estimate is contingent on full buildout, while the maximum number of homes and the pending townhouse proposal remain subject to later land-use review and approvals.
