After 19 months in an interim role, Gregg Steverson has been appointed permanent director of the Fairfax County Department of Transportation.

Steverson had served as acting director since Tom Biesiadny retired in May 2023. Fairfax County announced the appointment Thursday afternoon.

Biesiadny worked for the county for 34 years and led the transportation department beginning in 2011. The Virginia House of Delegates praised him upon his retirement as a strong transit supporter and a pragmatic, personable leader.

Steverson joined the department in 2016 as chief of its site analysis and transportation planning division. He became deputy director in 2019, helping guide Fairfax County’s long-term transportation strategy.

Before coming to Fairfax County, Steverson held transportation roles with the District of Columbia and Prince William County, where his responsibilities included managing projects and training staff. He is a licensed engineer and certified professional traffic operations engineer with a bachelor’s degree in civil engineering from the University of Virginia.

As director, Steverson will lead a department with roughly 190 employees working across six divisions and two independent sections. He will oversee local transportation projects and represent the county on major regional initiatives, including planned bus rapid transit systems and Northern Virginia’s expanding network of toll lanes.

He will also manage a transportation budget exceeding $1 billion, supported by developer proffers, grants, county funding, and regional and state contributions.
