Superintendent Michelle C. Reid cleared a financial planning review at the Oct. 9 meeting, while proposals involving K-12 start times, pre-K-12 goals and an accessible playground moved toward future consideration.

The evening began with a 6:30 p.m. public hearing on the school division’s 2025 biennial Virginia Department of Education Comprehensive Plan. Local boards must adopt a divisionwide, unified long-range plan every two years to guide improvements in classroom instruction and student achievement. Two members of the public testified.

The regular meeting opened at 7 p.m. with the Pledge of Allegiance, a moment of silence and a national anthem performance by the West Potomac High School Guitar Ensemble under the direction of Schuyler Kieley.

Members approved proclamations honoring Indigenous Peoples’ Day and Native American Heritage Month, along with LGBTQIA+ History Month. Nine people spoke during community participation, and student representative Faith Mekonen delivered her report.

No action items were scheduled for the meeting.

Financial safeguards remain unchanged

Reid presented the annual monitoring report for Executive Limitation 5, the policy governing financial planning. Executive limitations set operational boundaries for how the superintendent manages the division while working toward its goals.

Members found Reid in compliance and approved the monitoring report for the 2025-26 school year. They also voted to retain the financial planning policy in its existing form within the Strategic Governance Manual.

Reid presented an Academic Matters update on the Future Ready Index and a strategic plan overview of Design and Construction Services.

Through the consent agenda, members adopted minutes from the Sept. 25 meeting, approved additional advisory committee appointments and awarded several contracts.

Start times and playground proposal await votes

Several matters were introduced without a vote and are expected to return for future action. They included the Strategic Plan Goal 1 report, “Strong Start: Pre-K-12”; next steps for K-12 start times; a contract for an ADA playground installation at Union Mill Elementary School; and policies from the Governance Committee.

Reid also delivered her superintendent’s report. Mr. Frisch reported on the Administration Committee, and Ms. St. John-Cunning reported on the Successful Children and Youth Policy Team.

Dr. Anderson, Ms. Anderson, Ms. Dixit, Mr. Dunne, Mr. Frisch, Ms. Lady, Mr. McDaniel, Mr. McElveen, Ms. Meren and Ms. St. John-Cunning offered remarks before the meeting adjourned at 10:26 p.m.

Upcoming meetings included a Governance Committee session at 3 p.m. Oct. 14 and a regular meeting at 7 p.m. Oct. 23.
