A sweeping plan to replace an aging Merrifield office park with a residential neighborhood could begin with 156 townhouses, new streets and nearly four acres of open space.

PM Home Associates, an affiliate of developer EYA, submitted a final development plan to Fairfax County on Feb. 20 for the first phase of the Prosperity Business Campus redevelopment. The proposal includes 20 affordable dwelling units on roughly 8.3 acres northeast of Prosperity Avenue and Hilltop Road.

Four industrial buildings would be removed to make way for the homes, transportation upgrades, parks and amenities serving residents and the surrounding community.

The townhouses would rise four stories and reach a maximum height of 55 feet. A fence along the eastern property line would separate them from neighboring industrial buildings.

Plans also call for two public streets extending east from Prosperity Avenue to the property line. A new segment of Merrifield Avenue would include a 10-foot-wide, off-street path for pedestrians and cyclists, eventually connecting with the existing road at Dorr Avenue.

Along Prosperity Avenue, the developer would install an 8-foot-wide sidewalk and landscaped panel. Hilltop Road would receive a 10-foot-wide, off-street pedestrian facility.

The curb on Prosperity Avenue would be shifted west, reducing asphalt as part of a road diet already initiated by Fairfax County.

The first phase would provide 3.96 acres of open space, including 1.56 acres of urban parks. Most of the parkland would sit along Prosperity Avenue, creating a gateway to the neighborhood with a plaza at Hilltop Road, sidewalks, seating areas and lawns.

Residents would also have access to a private 3,200-square-foot clubhouse featuring an outdoor swimming pool and indoor amenities that have not yet been detailed.

The developer has committed to retaining as many existing trees along Prosperity Avenue as possible. That pledge follows guidance in a comprehensive plan amendment adopted by the Fairfax County Board of Supervisors on Nov. 18, 2025.

The proposed townhouses are only the opening stage of a much larger mixed-use redevelopment across the 41-acre campus.

One option would allow as many as 1,900 homes, comprising 332 attached townhouses and 1,568 multifamily units. An alternative under review would permit up to 1,703 homes, including 468 townhouses and 1,235 multifamily units.

Both versions include at least 5,000 square feet of nonresidential space. The multifamily buildings would be concentrated on the northern portion of the property, closest to Interstate 66 and the Dunn Loring Metro station.

A recently added phasing plan indicates that EYA expects to construct all the townhouses before beginning the multifamily buildings. A structure northwest of Prosperity Avenue and Hilltop Road is marked as a potential sixth and final phase.

County staff has not yet accepted the first-phase development plan for review. The broader rezoning application is scheduled for public hearings before the Fairfax County Planning Commission on June 10 and the Board of Supervisors on July 14.
