Walter Alcorn plans to recommend lifelong Restonian Paul Thomas as the Fairfax County Planning Commission representative for Hunter Mill District, following John Carter’s announcement that he will retire after nearly nine years in the role.

The Fairfax County Board of Supervisors was scheduled to consider Thomas’s nomination on Aug. 25, 2026. The nomination had not yet been approved at publication. If approved, Thomas was expected to begin serving Sept. 1.

“I’m pleased to appoint Paul Thomas as Hunter Mill Planning Commissioner,” Alcorn said.

Thomas previously taught mathematics and computer science at Thomas Jefferson High School for Science and Technology. He now works as an education consultant specializing in mathematics and computer science curriculum development. He holds bachelor’s and master’s degrees in operations research and management science from George Mason University.

His civic service includes time on the Reston Community Center Board of Governors, Fairfax County Human Services Council, Reston Association Board and Reston Historic Trust Board. He has also served with South Lakes High School’s PTSA and Band Boosters.

Thomas served on the Reston Master Plan Special Study Task Force alongside community leaders including Carter and the late Bob Simon.

“I look forward to helping ensure that growth in Fairfax County is responsible, orderly, balanced, and equitable,” Thomas said.

The Planning Commission has 12 members who serve four-year staggered terms and may be reappointed. The commission advises the Board of Supervisors on development matters, including comprehensive plan and zoning ordinance amendments and rezoning applications.

Carter announced his retirement July 22 after nearly nine years as Hunter Mill District’s planning commissioner. The Hunter Mill District Office scheduled a public reception to recognize his contributions on Sept. 8 from 3 to 5 p.m. at the North County Governmental Center, 1801 Cameron Glen Drive, Reston.
