A delayed July 10 meeting ended with new leadership for the 2025-26 school year as Springfield District member Sandy Anderson was elected chair and Dranesville District member Robyn Lady was chosen as vice chair.
The regular meeting began at 7:31 p.m. after unforeseen quorum circumstances forced a later start and a reorganized agenda. Opening events included the Pledge of Allegiance, a moment of silence and the national anthem performed by Mount Vernon High School student Juliet Pascoe.
Faith Mekonen was welcomed as the 55th student representative and delivered Student Representative Matters for the first time. One person spoke during the community participation period.
Because the session also served as the annual organizational meeting required under Virginia law and the Strategic Governance Manual, members approved organizational arrangements and appointments for the coming school year.
The board adopted proclamations honoring FCPS employees recognized as outstanding in 2025 and businesses named to the Virginia School Boards Association’s 2025 Business Honor Roll.
Emergency succession policy remains unchanged
Superintendent Michelle Reid presented a monitoring report on Executive Limitation 2, which establishes procedures for emergency superintendent succession. Members found Reid in compliance, approved the 2025-26 monitoring report and voted to retain the policy as written in the Strategic Governance Manual.
The report opened Reid’s series of Executive Limitation monitoring reports and Strategic Plan Goal Reports for the 2025-26 school year.
Reid also presented updates on WIDA progress and 2025 FCPS graduations under Goal 5, Leading for Tomorrow’s Innovation. She joined Chief Financial Officer Leigh Burden in presenting the fiscal year 2025 year-end review.
Policies, audits and contracts approved
On the consent agenda, members adopted committee and regular meeting minutes, a VPSA State Technology Grant reimbursement resolution, Policy 2670 on programs for students with disabilities and Policy 2720 on student lists.
They retired Policy 2620, concerning students with physically aggressive or violent behavior. Members also awarded several contracts, approved the fiscal year 2026 risk assessment and audit topics, and authorized the Thomas Jefferson High School for Science and Technology Governor’s School designation.
Board Matters was skipped, and the meeting adjourned at 11:29 p.m. The next regular meeting was scheduled for July 17, 2025, at 7 p.m.
