President Donald Trump signed H.R. 1, known as the “One Big Beautiful Bill” Act, into law on July 4, completing a closely divided congressional fight over the sweeping domestic tax-and-spending package.
The 940-page reconciliation measure affects federal taxes, Medicaid, nutrition assistance, border security, energy policy and other programs nationwide, including those serving Fairfax County residents.
The Senate approved the bill July 1 after Vice President J.D. Vance broke a 50-50 tie. The House followed July 3 with a largely party-line 218-214 vote. Two Republican representatives voted against it.
Virginia’s Democratic U.S. senators, Mark R. Warner and Tim Kaine, opposed the legislation. In a joint statement, they said the bill cuts Medicaid, nutrition assistance and other programs to fund tax breaks benefiting wealthy Americans. They also warned that it would harm working- and middle-class residents, eliminate jobs and damage the economy.
Rep. Jodey C. Arrington, a Texas Republican who introduced H.R. 1 on May 20, called the measure “the most comprehensive and consequential set of conservative reforms in modern history.”
The White House said the law will lower energy costs, reduce taxes on Social Security, strengthen border security and return jobs to the United States.
Virginia Gov. Glenn Youngkin also celebrated its passage, saying it would deliver lower taxes for families and small businesses, strengthen the border, advance American energy production and boost the economy.
