A Maryland developer is seeking to replace the Tysons Concourse office complex near the Spring Hill Metro station with a residential neighborhood containing as many as 1,098 homes.
Berman Enterprises submitted its proposal to Fairfax County on Jan. 23. The two-phase project would bring high-rise apartments, townhouses and triplexes to the 10.9-acre property at 1593 and 1595 Spring Hill Road.
The company is requesting that the site be rezoned from a medium-intensity industrial district to the Tysons PTC District, which supports urban, mixed-use development. The developer says the project would advance the county’s plan for Tysons West as a vibrant gateway from Leesburg Pike and other major roads.
The first phase would include 68 traditional townhouses and 22 triplex or two-over-two units. A second phase would add 40 more townhouses and two 21-story apartment buildings reaching 225 feet. Together, the towers would contain 968 apartments.
Up to 30,000 square feet of retail and commercial space would occupy the apartment buildings’ ground floors along Spring Hill Road and a planned extension of Boone Boulevard.
Berman says the development will satisfy Fairfax County’s affordable and workforce housing requirements, though the application does not specify how many homes would be designated for those programs.
The apartment towers would rise at the site’s northern corner, closest to Spring Hill Road and the Metro station. Lower buildings would extend toward Old Courthouse Spring Branch Stream Valley Park, which borders the property to the south. The townhouses could reach heights of up to 50 feet, creating a transition between the towers and the park.
More than five acres of open space are planned, including nearly 3.2 acres of urban parks. Proposed amenities include a playground, dog park, open lawn, outdoor seating, grilling area and new trail network. Details for parks in the second phase would be developed later, with the spaces envisioned for flexible uses and amenities.
The project would also update the property’s stormwater management systems to current standards. Plans call for up to 419 parking spaces, with no more than 120 spaces reserved for retail and commercial uses in an underground garage.
Built in 1986, Tysons Concourse consists of two seven-story office buildings connected by a one-story atrium. Berman purchased the complex for $20 million on July 17, 2023, Fairfax County property records show. The previous owner had paid $78.8 million in 2016.
The rezoning application does not identify leasing difficulties, but a Berman listing advertises nearly 50,000 square feet of available office space. It also highlights recent renovations and amenities including a 131-seat auditorium, an expanded fitness center, a cafe with an outdoor patio and a tenant lounge.
Tysons Concourse is among a growing number of aging Fairfax County office properties approved or under consideration for housing. Other examples include Southern Management’s former Gallows Road office and Tysons Dulles Plaza, near International Drive at the eastern end of Spring Hill Road.
