Fairfax County police raided 13 vape shops and storage sites in a sweeping investigation that authorities say uncovered illegal drugs, synthetic urine and more than half a million dollars in cash.

The operation targeted multiple businesses, including a dozen Tobacco King vape shops. Investigators allege the stores sold marijuana, mushrooms and other prohibited products while participating in a money-laundering scheme that may extend along the East Coast.

Three Woodbridge men—Omar Salim, Saleh Salim and Saed Salim—were charged with conspiracy to distribute marijuana and conspiracy to commit money laundering. Police described the suspects as a father and his two sons. All three were released on bond.

Fairfax County Police Chief Kevin Davis called tobacco vape shops “dens of ill repute and hives of corruption” during a Wednesday news conference.

A subsequent search of Saleh Salim’s Prince William County home yielded rifles, handguns and additional evidence connected to the case, according to Davis.

Deputy Chief Frederick Chambers said investigators also seized synthetic urine advertised as a way to defeat drug tests.

The investigation grew from an increase in calls for police service, burglaries involving teenagers and undercover drug purchases inside vape shops. Detectives believe the alleged organization operated beyond Northern Virginia and may be connected to similar activity elsewhere along the East Coast.

The Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives and Food and Drug Administration participated in the operation. Investigators said federal charges could be considered as the inquiry continues.

Despite the arrests and seizures, the vape shops remain permitted to operate while officials pursue possible licensing, zoning and other regulatory measures.

Davis said vape shops have emerged as a regional concern that initially escaped close scrutiny. He warned that police are monitoring the businesses and will quickly open criminal investigations when they suspect crimes that harm children.
