Loved ones gathered Sunday, Feb. 23, near Richmond Highway and Buckman Road in Hybla Valley to remember Erica Tibbs, nearly a month after the 33-year-old mother was killed in a hit-and-run crash.
Tibbs’ 5-year-old son was also injured. Fairfax County police have not located the driver.
